Stephenville bond issue for
pipeline loses steam

STEPHENVILLE A proposed $12 million
bond issue for water system improvements in the city of Stephenville
was rejected by voters Saturday in one of the largest turnouts
in recent years.
The bond issue, which was to fund Phase
I of the Stephenville City Councils two-year water plan,
was defeated with 1,543 voting against the issue and 238 voting
for it.
If the bond had been approved, a pipeline
would have been built from Dublin to Stephenville to bring Lake
Proctor water into the city.
It looks like we will have to go back
to the drawing board, council member Bill Corbin said. We
will have to go back and take another look at it.
One of the two new council members agreed
with Corbin.
Now that the bond has lost, the council
has to consider other policies that are more sensitive to public
opinion as expressed in the election, said council member
Malcolm Cross.
I am particularly appreciative of
the fact the voters of Stephenville can sort through the maze
and understand the facts and make a decision based on the facts
rather than on emotional hype, council member Bill Stanley
said.
Mayor John Moser said during the early voting
period that he hoped the outcome of the election would be decisive
enough to communicate the publics desires to the council.
I do not favor council action to circumvent
the voters decision by issuing revenue bonds or certificates
of obligation, Moser said. The only practical way
I can see to gradually increase our water supply within existing
resources is by drilling additional wells, one or two per year,
and perhaps adding some additional storage capacity.
